Born in Kings Norton, Worcestershire he was the son of Rowland and Margaret Green, Rowland worked as a goldsmith.
At Bromsgrove School Hugh Green was Head Boy and Platoon Commander in the Officer Training Corps, also representing them at Cricket, Hockey and (Rugby) Football in the first teams.
He was the final Commanding Officer of the Royal Signals in Auxiliary Units. He appears in the stand down photographs of the Royal Signals men taken late in 1944.
Post war he was a manufacturing jeweller in Birmingham with his cousin. He also played rugby for Bromsgrove. He died suddenly following a brain haemorrhage.
