Walters was promoted to Lieutenant 12th December 1941 and was the Group Commander of Group 2 Cornwall. Initially in Manaccan Patrol, Lieutenant Walters Eva was the Group Commander of Manaccan, Mullion, Porthleven and St Keverne Patrols, all on the south side of the River Helford on the Lizard Peninsular, south Cornwall. The four Patrol Leaders met once a week at Porthleven.
Walters Eva's house had a priority telephone line installed. He was known to be a good shot and had a lifetimes knowledge of the area around Manaccan. In 1939 he was an ARP warden.
