In 1939 he was Chairman Coastal Company Food (Defence Plans). His was a director of Neale & West Ltd trawler owners fishing out of Cardiff. A WW1 veteran he served as Lieutenant in Glamorganshire Volunteer Regiment.
Morley was the 62nd President of the Cardiff Naturalist's Society where his company sailed trawlers out of. He leased Grassholm and Skomer Islands, off Pembrokeshire, to protect and conserve them. His son Richard Morley Neal was killed on active service in the RAF in March 1941.
He was awarded a C.B.E in 1952.
