Hugh Dixon was a Quaker, attending a Quaker school in Yorkshire, the county of his birth. On 15 May 1925 he married Esme "Molly" Reid at St Albans in Hertfordshire and they had daughter Kay in 1927. Following the Second World War he lived in Hertfordshire.

Dixon was a Lieutenant in the Kings Own Yorkshire Light Infantry during World War One. By 1916 he was a Temporary Lieutenant in the Royal Engineers, becoming an Acting Captain as of 11th December 1917. He earned the Croix de Guerre with Palm for his part in bridging the River Lys in October 1918 while serving with 121 Field Company Royal Engineers, part of the 36th Ulster Division.
