Ted Harvey had served in the Army in the First World War. He then joined the White Star line rising to become Purser on the "Olympic", sister ship to the "Titanic". After being briefly transferred to the ex-German “Majestic”, following the Cunard takeover of White Star at the end of 1933, he resigned. He had been at school with the owner of the brewery and was offered the chance to run the Hotel.
During the war he became a “Z” Policeman – a type of Special Constable, allowing him to travel freely around the area,
Ted Harvey was reportedly the head of a team of 30 though full details of these are not known.
