He was the son of Richard and Agnes Austin. His father was a house painter, but sufficiently successful to have a servant in 1921. Arthur married Ann Amy Waterworth in 1924 and they had a son Rowland Austin in 1927.
Arthur appears on a telephone contact list compiled in the late 1990s by David Ingrams, researcher and son of an outstation operator himself, noting Arthur was a radio operator on the Gower. His wartime home address is in the area likely for the outstation based on available information. Unfortunately no other recorded information has been found from their contact with each other.

The Chalet was demolished in 2008 and a replacement property, Pennard House, 76 Pennard Road, Swansea, built in its place. This was put forward for design awards.
